Passing to the Master throughout a contest?

I've read in the news paper that there is a plan by the Higher Iducation Minister to change the way of passing to the Master for LMD students. It is said that in the future all LMD students who want to pass to the Master will have to pass a contest to choose the best ones.

I'm not sure if this is a good thing or not for us, LMD students. You may not be in your best days to pass the contest even you're a good student and therefor you lose your right and the opposit, you may get lucky that day" somehow" and succeed even you're not really qualified.
It's just doesn't seem right, does it? I prefer the curent system: Let's the best ones of all the three years pass.
